Latest research indicates that web designers are cowboys. Is this true? What is the perception of business owners of the web design industry and why do they see it as filled with cowboys and rogues?
I'd have to say no. In my experience Web Developers need direction and management. Problems arise when they haven't been briefed correctly and if they're bored!

These issues are nothing to do with web development - it's project management.
I can see how writing a document up front is better than nothing - and it probably will work on tiny, simple websites - but you're going to experience other problems quite soon when you scale up from there.... and then you can write "are all project managers cowboys..."
You're just rediscovering old software business problems... that we've gotten over years ago.
They are all lazy, late risers, looking for an easy buck by playing around with a few layers in photoshop and chucking it through dreamweaver for a grand or more.
No, I jest. They must be made to feel valued and part of the team with a real stake in the outcome.
Also, a proper brief helps from a client who knows their own mind!
